How to register a vehicle on your name?

1. New or second hand imported vehicle

The vehicle will have to be taken to the Vehicle Examination Station where a Particulars of Motor Vehicle Form will be issued.

Call at the Registrar General’s Department for the registration of the deed of sale.

Call at the Registration section of the NTA with the following documents:-

       One original deed of sale duly registered + 1 photocopy of the document;
       Payment Receipt from Registrar;
       The original Bill of Entry;
       The Particulars of Motor Vehicle Form obtained from the Vehicle Examination Centre;
       Import permit (if the vehicle is a second hand imported one); and
       In case you have reserved a registration mark to be allocated to your vehicle, the receipt of payment for that mark.


The vehicle will be registered on your name and you will be issued with a registration book (horse power) after you have paid the fee of:

(a) Rs 400 for a motor vehicle (other than a motor cycle or autocycle) or trailer; or
(b) Rs 300 for a motor cycle; or
(c) Rs 2000 for an auto cycle.


2. Locally assembled vehicle (trailer)

The vehicle will have to be examined at the Vehicle Examination Station and a Particulars of Motor Vehicle Form will be issued. A certificate from a local Mechanical Engineer has to be produced on the assembly of the vehicle.
 
The deed of sale will have to be registered at the Registrar General’s Department.

You will then have to call at the NTA with:-
The original deed of sale duly registered and 1 photocopy of the document; and
The Particulars of Motor Vehicle Form obtained from the Vehicle Examination Centre.

The vehicle (trailer) will be registered on your name and you will be issued with a registration book after you have paid the fee of Rs 400.

​How to transfer ownership of a vehicle? ​​

 1. Transfer ownership of a vehicle purchased from someone else

The previous owner should provide you with the registration book, 2 originals of the deed of sale and a “Certificat de Gage sans Deplacement” obtained from the NTA.

The deed of sale should be registered at the Registrar General’s Department within 15 days of the date on deed of sale.

You should call at the NTA with:-
The original registration book of the vehicle;
Insurance certificate in the name of new owner (same as it appears in the duly registered deed of sale);
The original deed of sale duly registered + 1 photocopy of the same document;
Payment receipt from the Registrar.

The vehicle will be transferred to your name after you have paid a fee as follows:-

Autocycle - Rs 100

Motorcycle - Rs 200

Other vehicles - Rs 300

2. Transfer ownership of a vehicle purchased at Auction

You should call at the NTA with:-
 The original registration book of the vehicle;
 The deed of sale duly registered + 1 photocopy thereof;
 Particulars of Motor Vehicle form obtained from the Vehicle Examination Centre certifying the roadworthiness of the vehicle;
A valid insurance certificate in the name of new ownerowner(same as it appears in the duly registered deed of sale).

The vehicle will be transferred to your name after you have paid the fee for the transfer of ownership.

In case the vehicle needs to be re-registered, an additional fee may be charged as follows:-

Autocycle - Rs 200

Motorcycle - Rs 300

Other vehicles - Rs 400

 3. Transfer of ownership of a vehicle in case of death of the registered owner

You should call at the NTA with:-
The original registration book of the vehicle
The original and 1 photocopy of the affidavit duly registered by the Registrar-  General;
Payment Receipt from Registrar.

In case of a vehicle with duty concession, a certificate from the Customs Department of the MRA authorizing the transfer of the duty concession to the Succession will have to be produced.

In case there is a lien inscribed on the vehicle, an authorization from the body in favour of which the lien is inscribed for the transfer of the lien to the Succession will have to be produced.


 4. Transfer of ownership of a vehicle under lease agreement

For any vehicle purchased under a lease agreement, the lease should be cleared prior to any sale being effected. The procedures for transfer of ownership are as follows: 
The lessee should call at the NTA with:-
The original registration book of the vehicle
A letter from the leasing company certifying that the lease may be cleared
2 original deed of sale
A letter of authorization from the leasing company allowing the lessee or a representative from the leasing company to take out a “Certificat de Gage sans Deplacement” along with their original Identity Card.
The deed of sale should be registered at the Registrar General's Department within 15 days of the date on deed of sale.
The lessee should call at the NTA with the original deed of sale duly registered + 1 photocopy of the same document, payment receipt from Registrar and a valid insurance certificate in the name of the new owner in order to be registered as the owner of the vehicle.
Once the lessee becomes the owner, he may sell the vehicle to another party.

How to obtain a “Certificat de Gage sans Deplacement”?

A “Certificat de Gage sans Deplacement” is a document issued to the owner of a vehicle when his vehicle is being sold. It certifies whether or not the vehicle is burdened with a lien.


1.For the ISSUE of “Certificat de Gage sans Deplacement” (Individuals): Require Vendor or Purchaser*

If Vendor to come:
1.       2 Original Deed of sales
2.       Original Registration Book
3.       New Original ID or Original Valid Passport of Vendor and Purchaser
4.       Rs 50 


If Purchaser to come:
1.       2 Original Deed of sales
2.       Original Registration Book
3.       New Original ID or Original Valid Passport of Vendor
4.       Rs 50
5.       Authorization letter
6.       New Original ID or Original Valid Passport of purchaser
7.       Purchaser should ensure that Vendor has signed exactly as on NID/Passport


*NTA requires the vendor for the issue of “Certificat de gage sans Deplacement” in the following circumstances:
i)        In case of Related Vendor & Purchaser (e.g. father-son vice-versa, husband-wife vice versa etc.)
ii)       Purchaser has no Original Valid Passport or New Original ID
iii)       Purchaser is a minor
iv)      Vendor’s Name differences (Vendor should bring along appropriate documents)
 
Note: Any third party may come to issue gage; he/she should bring along the Original – Registered Power of Attorney (with a copy) + his/her New Original ID or Original Valid Passport.

2. For the ISSUE of “Certificat de Gage sans Deplacement” (Individual to Company)

If Vendor to come:
1.       2 Original Deed of sales
2.       Original Registration Book
3.       New Original ID or Original Valid Passport of Vendor
4.       Copy of BRN of the company
5.       Rs 50 

If Representative of Company to come:
1.       2 Original Deed of sales
2.       Original Registration Book
3.       New Original ID Vendor or Original Valid Passport of Vendor
4.       Rs 50
5.       Either a joint authorization letter from Vendor & Company or 2 separate authorization letters from Vendor & Company. (duly signed + Stamped)
6.       New Original ID or Original Valid Passport of representative
7.       Company should assure that Vendor has signed exactly as on NID/Passport
8.       Copy of BRN of the company

*NTA requires the vendor for the issue of “Certificat de gage sans Deplacement” in the following circumstances:

i)        In case of Related Vendor & Purchaser
ii)        Purchaser has no Original Valid Passport or New Original ID
iii)       Purchaser is a minor
iv)       Vendor’s Name differences (Vendor should bring along appropriate documents)


3. For the ISSUE of “Certificat de Gage sans Deplacement” (Company to person)

Any representative of the company or the purchaser can come for the issue of “Certificat de gage sans Deplacement” with the following:
1.       2 Original Deed of sale
2.       Original Registration Book
3.       Rs 50
4.       Authorization Letter from Company (Duly signed + Stamped)
5.       New Original ID or Original Valid Passport of the representative or of the purchaser


NTA requires the director of company for the issue of “Certificat de gage sans Deplacement” in the following circumstances:
i)        In case no stamp or any differences
•        He should bring along the Original Acte de compagnie or any Other Original Official-Certified document where his name is mentioned and specified as the Director
•        In Case of several directors, Letter of authorization from the other directors + their New Original ID/Original Valid Passport (Ensure that signature match as on NID/passport)

Note:
Clearance from Customs Department will have to be obtained for vehicles on which customs duty was remitted fully or partly or else the “Certificat de Gage sans Deplacement” will not be issued.

In case the vehicle is burdened with a lien, clearance will have to be obtained prior to proceeding with the issue of “Certificat de Gage sans Deplacement”.

Choice of registration mark for a vehicle?

1.  Running series registration mark for new or second hand imported vehicles
You want to choose a specific registration number from the running series.
Call at the NTA with your National Identity Card.
Fill in the form for reservation of the registration mark.
Pay the reservation fee of Rs 2,000.
Note : You will have to produce the receipt when you are registering your vehicle.


2. Old registration mark (i.e. a registration mark issued prior to 10 April 1992) for new or imported or any other vehicle
You want to have an old registration mark allocated to your vehicle.
You may submit your application online through the service hosted by the Government Online Centre (GOC) provided you are already registered with the GOC.


Read the Terms and Condition and  follow the instructions on the login screen, select a registration mark of your choice and submit your application. You will be required to pay online using a credit card.​

3. Transfer of old registration mark from existing vehicle to another vehicle belonging to the same person.
You want to have the old registration mark on your existing vehicle transferred to another vehicle you have purchased or which belongs to you.
Call at the NTA with your National Identity Card. You will be requested to fill in a form so as to effect the transfer of registration mark and pay the fee of Rs 3,000 provided that you, as registered owner, have previously paid the fees for the allocation of the old registration mark. 
In case the registration mark is for a vehicle in your possession, you will have to bring along your registration book for varying the registration mark.

Why and how to re-register a vehicle?
This applies to vehicles which have been off the road and remained unlicensed for more than one year.
Call at the NTA with your National Identity card and the registration book of your vehicle.

Fill in an application form for re-registration.
You will be issued with a form to take your vehicle to the Vehicle Examination Centre.
You will have to obtain an appointment at the Vehicle Examination Centre.
You will have to take out a removal permit to be able to move your vehicle.
The vehicle examiner will provide you with a Particulars of Motor Vehicle Form.
Call at the NTA with the Particulars of Motor Vehicle Form and the registration book.
The vehicle will be re-registered after you have paid the appropriate fees as follows:

Auto cycle : Rs 200.

Motor cycle : Rs 300.

Others : Rs 400.

What is a removal permit and how to obtain one?

If your vehicle does not have a valid motor vehicle licence (déclaration), you cannot use it on the road.
If you need to move your unlicensed vehicle for any specific purpose, e.g. repairs, vehicle examination, etc., you can take out a removal permit for the day you will be using the vehicle on the road.

The permit may be obtained from the NTA Head Office in Cassis or from the NTA Vehicle Examination Centres at Plaine Lauzun and Forest Side.

Call at any of the above offices with your registration book or any other document containing information about the vehicle.

You must bring along an insurance cover for the day(s) on which the vehicle will be moved.

Fill in an application form specifying the date(s) and the itinerary to be followed.

A permit can be issued for a maximum of three days. The fee for the permit is Rs 300 per day.


How to obtain a duplicate in case of loss of registration book?

Call at the NTA for the issue of a copy of entry against payment of Rs 200.

Call at the Police Station of your locality along with the copy of entry to obtain a memo from the police certifying that you have reported the loss of your registration book.

Call at the NTA with your National Identity Card and the memo from the police. In case of a company, a letter from the company should also be produced authorising you to apply for and collect the duplicate registration book.

Fill in an application form and pay the fee of Rs 1,000.

If you cannot call at the NTA yourself, you can request someone else to collect the duplicate for you. When filling in the form, you will have to specify the name of the person and his National Identity Card number. You will also have to send your National Identity Card with the person collecting the duplicate on your behalf.



How to proceed for any amendment in the registration book?

(i) In case of change of address

Call at the NTA with the original registration book of your vehicle and a proof of your new address (Utility - CEB, CWA or telephone - bill).

Your registration book will be amended to reflect your change of address.

(ii) In case of change of engine/colour of vehicle

Call at the NTA with the original registration book of your vehicle and an amendment form issued by the vehicle examiner. The necessary amendments will be made to the records of your vehicle.


How to inscribe a lien on a vehicle?

Call at the NTA with the registration book of the vehicle.

Bring the loan agreement duly registered at the Registrar-General’s Department along with an official letter (duly stamped) from the financial institution concerned with the loan and the payment receipt from the Registrar.

The lien will be inscribed after payment of a fee of Rs. 400.


How to remove a lien from a vehicle?

Call at the NTA with the registration book of the vehicle.

Bring along the original letter from the institution from which the loan was contracted with its official seal thereon certifying that the loan has been paid for and the lien may be removed.

The lien will be removed after payment of a fee of Rs. 400.
